QUALITY CONTROL ORDERS ON TEXTILE PRODUCTS

The BIS certification scheme is voluntary in nature. However, for a number of products, compliance to Indian Standards is made compulsory by the Central Government under various considerations viz. public interest, protection of human, animal or plant health, safety of the environment, prevention of unfair trade practices and national security. For such products, the Central Government directs mandatory use of Standard Mark under a Licence from BIS through the issuance of Quality Control Orders.

Following Jute Bags are under compulsory certification through the Jute Bags (Quality Control) Order, 2022 issued by the Ministry of Textiles with effect from 6th June 2022:

• A-twill Jute Bag-IS 1943:1995
• B-twill Jute bags for packing foodgrains-IS 2566:1993
• Jute bags for packing 50 Kg foodgrains-IS 12650:2018
• Jute bags for packing 50 Kg sugar-IS 15138:2010
• Lightweight jute sacking bags for packing 50 Kg foodgrains-IS 16186:2014
• Jute bags for packing up to 30 Kg foodgrains-IS 16372:2015
Following HDPE/PP woven Sacks are under compulsory BIS certification through the Textiles-High Density Polyethylene and Polypropylene woven sacks for packaging or filling (quality control) Order, 2020 issued by the Ministry of Chemicals and Fertilizers (Department of Chemicals and Petrochemicals) with effect from 23rd October 2020:

• HDPE/PP woven sacks for packaging of 50 kg foodgrains -IS 14887: 2014
• HDPE/PP woven sacks for packaging of 10 kg, 15 kg, 20 kg, 25 kg, and 30 kg Foodgrains-IS 16208:2015
• HDPE/PP woven sacks for packaging of 50 kg /25 kg Sugar-IS 14968:2015
• HDPE/PP woven sacks for Filling Sand-IS 14252:2015
Following Polyester Yarn/Fibre products are under compulsory BIS certification through the Quality Control Orders issued by the Ministry of Chemicals and Fertilizers (Department of Chemicals and Petrochemicals) with effect from 3rd April 2023:

• 100% Polyester Spun Grey and White Yarn (PSY) -IS 17265:2022,
• Polyester Continuous Filament Fully Drawn Yarn (FDY)-IS 17261:2022,
• Polyester Industrial Yarn (IDY)-IS 17264:2022,
• Polyester Partially Oriented Yarn (POY)-IS 17262:2022,
• Polyester Staple Fibres (PSF)-IS 17263:2022,
• Synthetic Micro-Fibres for use in Cement Based Matrix-IS 16481:2022

The products under QCOs shall conform to corresponding Indian Standard(s) mentioned in the QCO and shall bear the Standard Mark under a Licence from as notified in the Order. After the date of commencement of the QCO, no person shall manufacture, import, distribute, sell, hire, lease, store or exhibit for sale any product(s) covered under the QCO without a Standard Mark. Any person who contravenes the provisions of the Order shall be punishable under the provisions of sub-section (3) of section 29 of the BIS Act, 2016 with imprisonment or with fine or with both.
