Smart Registration

 

Rationale

For a common man, it is difficult to know the complete technical requirements expected to be met and on many occasions, it is also impossible to verify all requirements before the product is purchased by them.  Unsafe products may lead to hazards to human health, safety, loss of life or damage to property. In this scenario, the only solution available to the customer is to rely upon the third party conformity assessment scheme that the product has been tested and found to conform to a list of standardized parameters determined.

The Compulsory Registration aims at providing third-party assurance of the safety of products to the consumer.  Presence of BIS Registration mark, known as Standard Mark, on a product is an assurance of conformity to the specifications as a declaration of self-conformity to Indian Standard by the manufacturer. The manufacturer is permitted to self-certify the registered products after ascertaining its conformity to the Standard. No factory assessment is required, which reduces the time taken for conformity assessment. This scheme is also economical for the manufacturer since it does not involve the payment of marking fee-based on production volumes.

 

Background

The Electronics Industry is the world’s largest and fastest growing Industry which has increasingly found applications in all sectors of the economy due to which the Government of India accorded high priority to electronics hardware manufacturing. Besides the economic imperative, consumer safety is a major area of focus of the National Policy on Electronics launched by the Government of India (NPE 2012), under which the activity of developing and mandating Standards has been adopted for providing Indian Consumers the right to enjoy world-class quality-compliant goods and to upgrade the competitiveness of domestic manufacturers.

Bureau of Indian Standards had been operating its product certification scheme, which involves factory inspection and subsequent testing of samples. However, this scheme was found to be too time-consuming for electronic products, which have a shorter life cycle due to faster technology upgradation which makes products obsolete within a short time span.

Under the scheme, as on today, more than 49 categories of products are covered. Bureau of Indian Standards operates its Compulsory Registration Scheme (CRS) for the goods notified by the Central Government. As per the Order, no person shall manufacture or store for sale, import, sell or distribute goods which do not conform to the Indian standard specified in the central government notification. Manufacturers of these products are required to apply for registration from the Bureau of Indian Standards (BIS) after getting their product tested from BIS recognized labs. Till date, more than 17000 registration has been granted.

The first Central Government order notifying fifteen categories of electronics goods was issued by Ministry of Electronics & Information Technology (MeitY) on 3 Oct 2012 as “Electronics and Information Technology Goods (Requirement for Compulsory Registration) Order, 2012”.     In india e-commerce companies are selling some product without R- number(which is under CRS).Please check.
